From the By laws:

The purposes of the H.B.C.A. are:

 

(A) To foster, maintain and implement the rehabilitation principles upon which    Hines Blind Center was founded.

 

(B) To promote continuing fellowship among the alumni through a program of social and mutual aid activities.

 

(C) To keep alumni members informed of new programs, aids, benefits and developments affecting blind veterans.

 

(D) The Association shall have all of the powers granted by the General Not-For-Profit Corporation Act of the State of Illinois, particularly those enumerated in section 103.10 of said act.

 

ARTICLE III – MEMBERSHIP IN H.B.C.A.

 

SECTION A. Qualification for Members.

 

  1. Membership in the H.B.C.A. shall be open to all former students who have attended the Hines Blind Rehabilitation Center or its successor organizations.
